NoGoZone v0 is free software: You can redistribute it and/or modify it under the terms of the GNU General Public
License [GPL], version 2, published by the Free Software Foundation.
OSS LICENSE FOR EUROCONTROL MEMBER STATE ADMINISTRATIONS/ANSPs:

NoGoZone v0 is also distributed free of charge, upon request, under a more permissive license, the GNU Lesser General Public license [LGPL].
To obtain standard LGPL rights of NoGoZone, You must get an official written permission from EUROCONTROL (www.eurocontrol.int)
CSS LICENSE FOR COMMERCIAL AND/OR SECURITY PARTNERS:

Private and/or closed source licenses of NoGoZone v0 may be granted
by EUROCONTROL, subject to the conclusion of specific private license and with possible provision for royalty fees. To allow private licensing
of NoGoZone, You must sign a specific contract with EUROCONTROL.
Contributor Licensing Agreement [CLA]
Initial copyright and project owner of NoGoZone software is EUROCONTROL.
If You are developer or owner of additional sources for NoGoZone, EUROCONTROL as an international organisation and as originator of NoGoZone, invites You to transfer ownership in all modifications, in order to promote the advantages and guarantee the respect of OSS licensing by a unique legal entity.
If You transfer to EUROCONTROL the ownership of a non-contractual but significant contribution included in a new release of NoGoZone, You will receive from EUROCONTROL, upon request, an official letter "Certificate of Transfer". Your name will still be listed in the "MAIN UPDATES" paragraph of the NoGoZone source files containing Your contribution.
If You are unable to transfer the ownership in the modifications, You could also grant EUROCONTROL an unlimited, irrevocable and worldwide license to use the modifications to enable EUROCONTROL to use the modifications and grant the licenses mentioned above.
If a future version of NoGoZone appears to have a significant proportion of its source code transferred by an OSS community of developers, the royalty fees collected for the commercial use of CSS NoGoZone will be used to support further developments of NoGoZone under OSS copyleft terms, at least in a similar proportion.
DISCLAIMER
The present notice is inserted in the beginning of all NoGoZone files. It is a first provisional attempt to implement a fair dual licensing policy for ATM software originally owned and provided by EUROCONTROL. It is subject to modifications with respect to the evolution of the licensing issues, namely the next finalized versions of the GPL, or the diffusion of the EU-PL license.
OSS DISCLAIMER: NoGoZone is the outcome of a EUROCONTROL R&D activity. It was never used as such for ATC operations. It is distributed as OSS (either GPL or LGPL) without any warranty, without even the implied warranty of merchantability or fitness for a particular purpose.
